The post is as National Programme Officer (NPO) at the Embassy of Sweden 
The post entails assisting in planning, implementation and follow-up of the Swedish Strategy for Development Cooperation in the Democratic Republic of Congo 2015-2019.
The Programme Officer will be in charge of the Embassy's work on Democratic Governance, Justice Sector and Human Rights and will manage contributions and dialogue related to these areas or any other function that may be assigned.

Poste et missions

The National Programme Officerwill be in charge of/or will participate in the following duties:

•Assessment, monitoring and follow-up of programme proposals in accordance with Swedish Government Policies, and the Swedish International Development Cooperation Agency's (Sida) guidelines, rules and regulations.
•Management of contributions, including preparations, in-depth analyses, risk analysis, performance review, financial monitoring and auditing, using Sida's IT system. 
•Review results frameworks,work plans and budgets of the respective programmes
•Contribute to reporting in the areas of responsibility.
•Follow DRC news and developments relevant to the areas of responsibility and share with the Embassy as required. 
•Attend and represent the Embassy as required in meetings, seminars and/or conferences. and report back to the Embassy
•Build and maintain networks with other development co-operation actors in the DRC in the relevant fields.
•Perform other related duties as required

Profil et compétences requises

•Sound analytical capacity;
•Proven ability to independently manage and monitor development cooperation;
•Excellent written and oral communication skills;
•Good interpersonal skills and experience of working in a multicultural environment;
•Good knowledge on gender equality as one of Sweden's key priorities
•Very good general IT skills and ability to learn new IT platforms;
•Ability to adhere to rules and regulations of the Embassy of Sweden;
•Motivation to promote Swedish policies and values, including gender equality
•Graduate degree in political, economic or social sciences or international law 
•At least 7 years of relevant professional experience in the areas of democracy, justice sector, human rights.
•At least 3 years' experience of working in multilateral, bilateral, international or national organisations on development cooperation or humanitarian assistance.
•Proven ability to independently manage and monitor development assistance.
•Excellent analytical, negotiating, communication and advocacy skills.
-French excellent command.
-English very good command. 
•Having access to a network of professional contacts in the DRC in the fields as per above
•Good knowledge of civil society in the DRC and good analytical capacity
