The post is as  National Programme Officer (NPO) at the Embassy of Sweden The post entails assisting in planning, implementation and follow-up of the Swedish Strategy for DevelopmentCooperation in the Democratic Republic of Congo 2015-2019.The cooperation focuses on four main areas; a) Democracy, Human Rights and Gender Equality; b) Productive Employment; c) Basic Health and 
d) Human Security and Conflict Resolution. The Programme Officer will manage cooperation and contributions primarily in the areas of Human Security and Conflict Resolution and dialogue related to these areas. The Programme Office may be assigned yet other tasks and responsibilities, such as health sector support and humanitarian assistance.

Poste et missions

The National Programme Officer will be in charge of /or will participate in the following duties :

•Administration, assessment, monitoring and follow-up of program/project proposals in accordance with Swedish Government Policies, and the Swedish International Development Cooperation Agency's (Sida) guidelines, rules and regulations.
•Management of contributions, including preparations, risk analysis, performance review, financial monitoring and auditing
•Reviews work plans and budgets of the respective programs;
•Administration of programs/projects;
•Contribute to reporting in the areas of responsibility;
•Follow DRC news and developments relevant to the areas of responsibility and share with the Embassy as required; 
•Attend and represent the Embassy as required in meetings, seminars and/or conferences. and report back to the Embassy;
•Build and maintain networks with other development co-operation actors in the DRC in the relevant fields;
•Perform other related duties as required

Profil et compétences requises

•Sound analytical capacity;
•Good knowledge and experience of project management and monitoring
•Good written and oral communication skills;
•Good interpersonal skills and experience of working in a multicultural environment;
•Ability to adhere to rules and regulations of the Embassy of Sweden;
•Motivation to promote Swedish policies and values, including human rights. gender equality, anti-corruption rules, sexual and reproductive health rights
•Graduate degree in political, economic or social sciences or international law 
•At least 3 years of relevant professional experience in project management 
•At least 1 year of experience of working in multilateral, bilateral, international or national organisations on development cooperation or humanitarian assistance.
•Proven ability to independently manage and monitor development assistance.
•Good administrative skills including IT-competence 
•Good analytical, negotiating, communication and advocacy skills. 

-French excellent command;
-English very good command. -
•Having access to a network of professional contacts in the DRC in the fields as per above;
•Knowledge of local languages
