Contexte

This is an opportunity to work for an International Company. This Company is looking for motivated, ambitious and flexible individuals. With the support of Hub 3 Finance Manager Coordinate and manage the local finance functions within Group RDC in order to ensure alignment with head office and Hub 3 strategies and to achieve the country objectives.

Poste et missions

The Country Controller  will be in charge of :
1.Management of Finance / Accounting team in Group RDC

•Responsible for day to day management of finance activities within Group RDC (peoples/tools & processes)
•Responsible for  providing financial support to local finance / accounting team and liaise with Hub 3 Finance Manager. 
•In coordination with Hub 3 Finance Manager, set up yearly targets to the local finance / accounting team.
•Be a strong axe of communication between the local entity and the Hub.

2.Business support

•Be the counterpart of the Country Manager in local commercial and management decisions.
•Prepare budgets/forecast of Group RDC and ensure monthly monitoring (+ explanation) of actuals vs. budget
•Responsible for preparation of monthly reporting packs of Group RDC
•Responsible for the preparation of GM-analysis sales/projects for Group RDC (planned revenue/costs versus actual revenue/costs) at local level.
•Responsible for preparation of monthly key notes including presentation (based on Group Africa dashboard template) of monthly results of Group RDC for Hub 3 management team.
•Be an active support during negotiation phase with customer. Analyze and validate sales proposal with respect to local onshore sales.
•Control, analyze and review that sales process is aligned with corporate guidelines for Group RDC (e.g. validate sales offer, review contracts, prepare treasury forecast of project lifetime).
•Optimize the contractual structure of local offers in RDC by :
ounderstanding the needs of the customer
oIdentifying and analyze the risks for Group
oCoordinating the external legal team if needed;
oProposing solutions to the business  

3.Financial accounting

• Implement and supervise an efficient local accounting  function from collection and filing of accounting supporting documents to generation of monthly ledgers/sub-legers and  trial balance
•Ensure that bookkeeping function is compliant to Group accounting policy and local GAAP.
•Responsible for month-end and year-end reporting of Group RDC in line with requirements Group Africa based on OTIF-principles.
•Responsible for preparation of annual financial statements for local requirements, including preparation of external audit.

4.Financial controlling

•Ensure true and fair value of the monthly reporting pack and availability of internal control evidences (audit trail) in line with OTIF-principle, such as:
(1)Bank reconciliation
(2)Cash counts and reconciliation;
(3)Stock reconciliation; 
(4)Analysis, control WIP of projects within the HUB and financial post audit of projects (planned costs versus actual costs) and GM-analysis
(5)A/R-A/P aging balance and reconciliation
(6)Intercompany reconciliation of various accounts between local entities and OVS/ESB
•Sign with Country Manager the internal certification letter (P&L and B/S of monthly reporting pack). 
•Prepare key notes (including KPI-dashboard in line with group KPI-dashboard) with respect to monthly management report.  
•Responsible to prepare the local reporting pack and ensure that final version is transmitted to Hub Finance Manager for review and consolidation. 

5.Internal control

•Responsible for  internal control framework within Group RDC in line with Group Africa requirements. 
•Ensure that adequate processes and procedures are in place and are applied within Group RDC:
(1)Identify missing processes and procedures and / or potential risks and coordinate with Hub Finance Manager to close gaps;
(2)Ensure the implementation and  roll-out  of existing and new procedures is done;
(3)Facilitate internal audits by openly answering questions raised by internal auditors and proving them with requested supporting documents;
(4)Ensure adequate follow-up and implementation of proposed actions/remediations/recommendations raised by internal audits;
(5)Ensure that Group RDC is compliant with internal compliance, legal and tax requirements.
•Assess and identify “enterprise financial risk management” exposure of Group RDC and review on a periodical basis with Hub Finance Manager.
•Ensure that the code of ethics of  Group is implemented and adhered to within Group RDC. Report any deviation to the Hub Finance Manager.

6.Optimal financial management

•Ensure managerial working capital management of local entities within HUB 3 is optimal and in line with group requirement and targets, as defined in annual budget (DSO/max stock levels):
a.Ensure efficient receivables collection process: preparation of ageing balance, monthly reviews with Country Manager, follow-up of actions plan to chase outstanding amounts, dunning letters, provisions for doubtful, etc.
b.Ensure that for all local client, the credit risk is managed according to Group Africa principles;
c.Ensure detailed follow-up of the stock levels and ageing, with Country Manager define remediation actions plans and identify potential provision for stock obsolescence;
•Ensure that Group RDC has an optimal  cash management  and prepare a rolling monthly cash flow  forecast
•Indentify and propose financing solutions for the business 
 Ensure, in coordination with the ESB-Credit Controller  and corporate finance,  a regular follow-up on customers and credit risk  exposure.

7.Implementation of processes and tools and optimizing business solutions

•Identify and propose possible new financial/administrative processes and tools within Group RDC to improve business activities.
•Be a sparring partner for business in the development/improvement of new/current processes and tools.
•Be a sparring partner with respect to the Implementation and  go-life phases of financial/accounting or ERP-systems.
Identify, propose and implement optimized fiscal solutions.

8.Create a strong and reliable network of support functions, administrations and internal partners

•Local tax administration
•Constructive relationship with team members and internal partners (Country Manager, Hub Finance Manager, Finance Mauritius, etc.). Be considered as a reliable partner.

.QUALIFICATIONS AND EXPERIENCE REQUIRED

- Master degree in business or accounting inclusive strong knowledge in internal controls.
- Languages: English and French
- International exposition (studies abroad or work experience abroad).
- Strong knowledge of DRC local economic and administrative environment.
- Strong experience in controlling within an international industrial organization (with stock management)
- Experience in dealing with local administration (customs, fiscal authorities, etc.). 


LANGUAGE PROFICIENCY
-Excellent command of English and good knowledge of French (written and spoken).
